Signets can be turned in to NPCs in both Shattrath City

Repeatable quests – Scryer: The repeatable quests for the Scryers require you to turn in Fire-wing Signets and Sun-fury Signets, which drop blade soul gold from followers of Kael’thas in Outland.

Fire-wing Signets, which are found in Terokkar Forest, can be used to raise your reputation to Honored. Sun-fury Signets, which are found from higher-level followers of Kael’thas, can be turned in until Exalted. They can be found in the high-level regions of Shadow-moon Valley and Nether-storm, as well as in the three five-man wings of Tempest Keep.

In these locations you can also collect Arcane Tomes, which can be turned in for reputation as well for Arcane Runes, used to buy the Scryer shoulder enchants.

The Signets and Arcane Tomes can also be purchased on the Auction House, or traded to other players. Signets can be turned in to NPCs in both Shattrath City and Shadow-moon Valley, while only Voren’thal, leader of the Scryers in Shattrath City, accepts Arcane Tomes.

The Marks and Fel Armaments can also be purchased on the Auction House, or traded to other players. Marks can be turned in to NPCs in both Shattrath City and Shadow-moon Valley, while only Ishanah, the leader of the Aldor in Shattrath City, accepts Fel Armaments.
